The Charter I Have Declined to Write

Word has reached me, as such things reach me, twice removed — a complaint made in the street, not at my door, that the Divan ought to forbid the tea now circulating through Vairoc’s gatherings, and that I, by name, have not done so. I record the demand because it exists, not because it constitutes a filing. No claimant has come; no respondent has been named. What arrived instead, this week, was a healer’s clinical note, a factor’s observation that no register anywhere has ever held this plant, and a Guild Hall advisory that asks and does not compel. Three offices, three careful hands, no instrument among them a hearing could rest on.

I have the authority to draft a charter. Vairostai has regulated smaller things than a plant that alters judgment when steeped wrong. I have not drafted it, and I want to be precise about why, because the reasoning matters more than the inaction.

To rule requires a wronged party and a standard the wrong can be measured against. Duskcap dried is medicine; steeped heavy by an unpracticed hand it is something else, and the difference sits in the hand, not the plant. A charter written now would not regulate a substance — it would regulate a hand, unnamed, that no one has yet identified, dressed in the language of a plant so the writing need not admit what it is reaching for. I have written instruments of that shape before, early in my tenure, before I understood what they cost. They do not hold. They only look, for a season, as though something has been done.

Tamar already holds the only authority that has ever actually worked over this ground — a healer’s judgment, case by case, which I have twice let stand without the Guild’s paperwork because the paperwork was never what kept anyone alive. I am inclined to leave the matter there. The file stays open under no docket number, because I have not written one, and a complaint naming no respondent is not yet a matter the Divan can honestly say it is failing to resolve.
